Our elites in education: QBCF

Well, allow me a treat today.

This week, in a comment on this post , one commenter on this blog, Professor Steve Bissonnette, had a link to a study group ERES responsible for evaluating school reform for nearly ten years after implantation.

Preliminary results thereof show that the education reform does not appear to have kept its promises. If I remain somewhat cautious, because the partial results of this study address many of the perceptions of some stakeholders in education and, as for me, the songs will be more choices regarding the results of our young people in learning, although I wonder how we can compare elements of which I doubt they are methodologically comparable.

Monday, a Sun reporter resumed the results of this study. It is today publishing a text related feedback from some stakeholders to the latter.

My little pleasure lies in the words of the president of the Fédération des commissions scolaires du Québec (QBCF), Josée Bouchard. It is "surprised" and "hard to explain these results," according to journalist: "I find it disturbing. If this is indeed the case, I must confess my surprise. The school is so interesting today! It has implemented the project approach, team work, individual projects ... All for meet the needs of youth. "

For Ms. Bouchard, the media are partly responsible for this misperception: " We told the young people so that they were guinea pigs that it had to have an impact. "

First observation: Ms. Bouchard does not seem to live in the same reality that a majority of people. She is "surprised" by these results because the school is "interesting" to him. Suffice it to know a little bit of reality to realize that this school vision is idyllic in many ways.

Second observation: for Bouchard, the school seems to be defined by its ability to "interesting" and meet the "needs of youth." I always wonder when we take that kind of talk. Does it only launches a slow drift when no one thinks this way? Is that learning is part of the needs of some young people? The school need to be fundamentally interesting or relevant to a youth? Should it be based on the notion of pleasure or necessity or a balanced mix of both?

Third observation: for Bouchard, the school would necessarily be "interesting" since it is implemented the project approach, teamwork, specific projects. Note that two of these three measures were related to the reform in recent years. So we can freely assume that the President believes that QBCF Quebec schools should be "interesting" because it is "reform."

Fourth observation: Ms. Bouchard is capable of any critical perspective on the reform in his remarks. If there is a problem, it is elsewhere in the Renewal.

Fifth observation: Ms. Bouchard is not able to make a mea culpa . Indeed, we must know that organizations like the FCSQ have been strong supporters reform. They used all their resources - which are considerable - to force location in Quebec schools with the success that we know.

Sixth observation: Bouchard needs to divert attention by showing a scapegoat: the media. The latter strategy illustrates the weakness of some stakeholders in education. First, we blame others instead of recognizing and assessing the scope of its own shares. Not very "reform" as behavior. Then, with all the power to influence media available QBCF and MELS, if they failed to "control" the perception of the media about the reform is a sign that they are either incompetent or that the reform was experiencing major difficulties, or both.

In this regard, if the reform was the wonder that we were promised and not the mess we had, we do not deal that way today. Recognize it would be a step towards a solution as to a certain stagnation that exists in our schools.
